Why this project matters

Advanced therapies are among the most complex areas of modern medicine. Their successful development and implementation require coordinated action across the full innovation and healthcare chain, from early research and preclinical development to GMP manufacturing, clinical translation, regulatory strategy, reimbursement, patient access and long-term follow-up.

However, many ATMP ecosystems remain dependent on individual relationships, temporary initiatives or nationally fragmented structures. This can slow down knowledge transfer, duplicate efforts, weaken investment readiness and reduce the ability to translate innovation into accessible treatments.

The project responds to this challenge by helping structure an already emerging European ATMP collaboration. The work builds on experience from ATMP Sweden, analysis of national ATMP initiatives in Europe, and previous European collaboration efforts including ATMP-CURE and ATMP-ACE.

The ambition is not to create a new network from scratch, but to deepen and organise existing collaboration into clearer structures, shared principles and a roadmap for future joint activities.

Purpose and objectives

The purpose of the project is to strengthen Sweden’s role in European ATMP collaboration and support the development of more resilient health and innovation systems.

The project objectives are to:

• map priority collaboration needs and ecosystem gaps across the emerging European ATMP landscape

• engage international actors in structured partner dialogues

• support shared principles for governance and long-term collaboration

• develop a more standardised approach to ATMP ecosystem mapping

• prepare a 12–24 month roadmap for future European collaboration activities and funding opportunities

What the project will do

During the six-month project, HOYA will coordinate a focused set of activities together with international collaborators and ecosystem actors.

The work will include:

Ecosystem and needs mapping

The project will map key needs, gaps and opportunities across European ATMP ecosystems, with a focus on how national initiatives can become more connected and comparable.

Partner dialogues

Structured discussions will be held with selected international collaborators to understand shared priorities, institutional needs and opportunities for deeper cooperation.

Governance and collaboration principles

The project will develop practical principles for how national ATMP ecosystem actors can collaborate more effectively across borders.

Shared agenda and roadmap

The project will prepare a 12–24 month roadmap for continued European ATMP collaboration, including future activities, partnership opportunities and potential funding routes.

Dissemination and next steps

The project will produce a non-confidential summary of outcomes and support continued dialogue around the next phase of European ATMP ecosystem collaboration.

Expected results

By the end of the project, the expected results are:

• a structured overview of priority collaboration needs and ecosystem gaps

• a validated set of collaboration themes with international actors

• draft principles for European ATMP ecosystem cooperation

• a proposed approach for standardised ATMP ecosystem mapping

• a 12–24 month roadmap for future collaboration and funding

• strengthened international relationships between Swedish and European ATMP ecosystem actors

Over time, the project is expected to contribute to more resilient health systems and better conditions for translating advanced therapies into patient benefit and societal value.

HOYA’s role

HOYA Consulting will coordinate the project and lead the work on ecosystem mapping, partner engagement, analysis, workshop preparation, roadmap development and reporting.

HOYA works at the interface between advanced therapy science, translation, GMP and manufacturing strategy, commercialisation, financing, stakeholder engagement and ecosystem development.

Through this project, HOYA will help translate a complex European collaboration landscape into practical structures for continued cooperation.

International collaboration

The project builds on an emerging European ATMP collaboration involving actors connected to national ATMP initiatives, research environments, healthcare systems and translation infrastructure.

International collaborators contribute perspectives on ATMP production, preclinical research, clinical translation, tissue regeneration, ecosystem development and national coordination.

Foreign collaborators participate as non-funded collaborating actors and contribute through expert input, partner dialogues, workshops and validation of project outputs.

Contribution to resilient societies

The project supports more resilient health and innovation systems by strengthening the structures needed to translate advanced therapies from research into future patient benefit.

By improving coordination, ecosystem visibility and cross-border collaboration, the project can contribute to:

• stronger European ATMP innovation capacity

• better use of existing expertise and infrastructure

• more efficient collaboration between research, healthcare, industry and public-sector actors

• improved preparedness for future advanced therapy development

• better conditions for equitable access to advanced therapies over time
